(Criterion is the singluar. Criteria is the plural.)

As the only 4-year state university between Stanislaus State and CSU Bakersfield, Fresno State has an obligation to provide opportunities to students between Madera and Visalia, students who cannot afford tuition at any other school, much less the cost of moving or living outside their parents' spare bedroom.

For purely economic factors, smart local people must take precedence over L.A or Bay Area geniuses.

all i can do is laugh when i hear about fresno being compared to other cities. it seems like too many Fresnans have the wrong perception of what fresno is all about. we are the agricultural anomaly on the list of americas 55 biggest cities. no other city on that list compares to us! how many farmers/ farm workers do you know with a college education? thats because they dont need one! fresno dosnt have sky rise buildings full of college graduates sitting in cubicles playing with their computers. thats what the 54 other cities on that list do have. fresno is home to the construction workers, electricians, plumbers ect. that built all those sky rise buildings. so there is really no reason to be mad at the fact that fresno is the last on that list. you just have to understand the demographics that put us there.
