You prob don't even know who that person is and yet you think they are a liar.Maybe they don't have the money to pay for parking,and maybe they are already working full time for all you know.So maybe they can't work an extra bit as you put it to pay for it because maybe their schedule is already full.Granted they shouldnt be parking there but thats no reason to call them lazy.I hope maybe one day you wont have $68 dollars so you will learn to think before you talk.
